Updates to Fabric Copilot Capacity

Fabric Copilot Capacity (FCC) enhances Copilot access within Microsoft Fabric, providing a seamless AI experience and streamlined billing. Previously, using Copilot required storing Power BI content in a Premium capacity workspace. However, many users store content across both Pro and Premium workspaces, leading to inconsistent Copilot access. FCC resolves this issue by allowing capacity admins to grant direct Copilot access, eliminating the need for content migration. FCC also allows admins to manage Copilot costs by assigning Copilot costs in other capacities to the FCC.

Key benefits of FCC

  • Expanded access – Users can leverage Copilot in Pro workspaces and Fabric workspaces ensuring broader availability.
  • Simplified setup – Admins can easily designate an FCC and assign user groups, streamlining deployment.
  • Consolidated billing – Organizations can manage Copilot usage under selected capacities, removing minimum size restrictions for new projects.

What’s changing?

Initially, FCC was available only for P1 or F64 and higher. However, with the recent expansion of Copilot availability for F2s and above, FCC can now be created at F2s or higher.

Additionally, the tenant admin setting for FCC creation was previously disabled by default at launch. We are now enabling this by default, allowing any capacity admin to create FCCs—unless the tenant admin explicitly disables it.
